Aimee, Way to be looking and have your camera with you! Good work. I think this is the closest to spot news that anyone captured! The cropping is good so that we are drawn into the focal point more easily. Ideally it would have been great to get closer.... The 3 of them grouped together is a great view and adds some story element to it...are they arguing, discussing what to do, getting ready to make an arrest? Only suggestion, shoot more next time.
If they pulled over a white sedan where is it? You really want to tell a story with your photos you have to have something more than just good composition (you nailed the composition, good use of rule of thirds). The key with photojournalism is showing the location, what is going on, and something interesting.
